Double cable car

Hahnenklee is a small village that is part of Goslar and situated in the Harz mountains. It's main income is tourism, in the form of hiking, skiing, downhill bike racing and what have you. All of these require that you bring people up its local mountain, the Bocksberg. To do that, the town has not one but two aerial cable transport systems, right next to each other. On the right, an older gondola lift system brings people up the mountain. On the left, a much newer but lower-capacity rope lift does the same. Both are operated by the same company, which is also in charge of everything there is to see on top, and has been investing a lot in the town. Is traffic large enough to justify this? I have no idea, having not seen it in the winter, but on good summer days, it can busy enough. On days when this isn't the case, the chair lift is usually shut down.

Edit: I thought the rope lift had lower capacity, because apparently I misread something. In reality it can carry a bit over three times as many people. Sorry about that.
